cluster-configs application misconfiguration

Go throught the docs steps https://docs.openshift.com/container-platform/4.12/cicd/gitops/configuring-an-openshift-cluster-by-deploying-an-application-with-cluster-configurations.html#creating-an-application-by-using-the-argo-cd-dashboard_configuring-an-openshift-cluster-by-deploying-an-application-with-cluster-configurations

1. complete all steps, including the fourth 
2. I expect to see the spring-petclinic namespace at step 5. 
It will not happen because we have to sync the app first manually

I expect to see the existing spring-petclinic namespace at step 5

also the namespace name is not informative because it is not a spring-petclinic application
