Description of problem:
When the user opens the panel to create a web terminal, the cancel button doesn't close it.

Version-Release number of selected component (if applicable):
4.14.0, older versions not tested

How reproducible:
Always

Steps to Reproduce:

1. Install Web Terminal operator
2. Wait and reload the web console until the web terminal button appears in the top right navigation bar
3. Click the button to open the "Initialize terminal" panel

Actual results:
Cancel button does nothing

Expected results:
Cancel button should close the panel
