OpenShift IPI installation on vsphere fails with error "The terraform-provider-vsphereprivate plugin crashed"

      Description of problem:

      When trying to install OCP on vsphere as IPI, installer fails with error
      "The terraform-provider-vsphereprivate plugin crashed"
      
      This error happens while importing OVA to vcenter. Installer is able to create the category and tags prior to the error

      Steps to Reproduce:

      1. start IPI installation on vsphere

      Actual results:

      Installer crashed with terraform plugin failed

      Expected results:

      Cluster creation should be successful

      Additional info:

      Tried with 4.10 and 4.11 observed same behaviour
