    Description

      Description of problem:

      OCP IPI installation with platform operator fails to complete.
      The platform operator co fails with the following error
      
      "encountered the failing cert-manager platform operator with reason "UnpackFailed"

      Version-Release number of selected component (if applicable):

      4.13.z

      How reproducible:

      100%

      Steps to Reproduce:

      1. Install OCP on Azure as IPI
      2. Create manifest for platform operator (cert-manager) as mentioned in the documentation

      3. run create cluster command
      

      Actual results:

      ./oc get clusterversion
      NAME      VERSION   AVAILABLE   PROGRESSING   SINCE   STATUS
      version             False       True          42m     Unable to apply 4.13.0-rc.7: the cluster operator platform-operators-aggregated is not availableoc get co shows 

      Expected results:

      Installation should completed successfully
