CRD blocking pods and namespaces to be deleted

      Description of problem:

      Customer was deploying an application with helm but noticed strange behavior, pods were not deleted when running helm delete. 
      Also when trying to delete a namespace it was on `Terminating` status.
      
      The following entry was found in api-server logs:

      E0503 05:31:28.815925      19 crd_finalizer.go:299] inferenceservices.serving.kserve.io failed with: unable to find a custom resource client for inferenceservices.serving.kserve.io: unable to load root certificates: unable to parse bytes as PEM block
      ~~~
      
      After deleting `inferenceservices.serving.kserve.io` CRD everything worked as expected.
      
      This issue has been created in order to understand why a hung CRD affect to delete operations in other namespaces.
