video streaming to RTSP server running on MicroShift causes distortions

      Description of problem:

      Capturing the issue reported in forum-microshift slack channel by Andy Yuen:
      
      If I run the RTSP server on MicroShift and stream a video to it and the AI app takes the video from the RTSP server running on MicroShift, everything works. However, after a while, the annotated video output starts to have lots of artifacts (distortions).
      
      If I run the RTSP server in Podman and stream video to it and let the AI App running on MicroShift take the input from the RTSP server running on podman (on the same machine), instead everything is great, no video distortions.
      
      The load on the machine is not heavy.
