MCO gcp-op ci test failing for 4.13/4.14

Looking at gcp-op test ci run history, it seems to be failing since April 20. This blocks PR merge into MCO repo

It is possible that other releases are affected too but there are not enough backport PR flowing into 4.12 and older releases, so data is a bit limited.
