Compact cluster failed install because "Host failed to install because its installation stage Waiting for control plane took longer than expected 1h0m0s"

      Description of problem:

      1 compact cluster failed to install because one of the hosts failed to join the cluster. One of the bmh's seems stuck in provisioning state however the machine is reachable via ssh and it's unclear what failed.
