Description of problem:

Create BuildConfig button in the Dev console builds opens the form view but in default namespace

Steps to Reproduce:

1. Goto Dev Perspective
2. Click on Builds
3. Click on "Create BuildConfig"

Actual results:

"default" namespace is selected in the namespace selector

Expected results:

It should open the form in the active namespace
