Keep systemd journal using LZ4 compression (via new env var)

      Description of problem:

      For https://issues.redhat.com/browse/LOG-3832, we chose to keep systemd using RHEL 8 compatible parameters for the journal log.

Unfortunately, we could not set the compression algorithm via environment variables thus we used a custom systemd build in the meantime.

This is to track using the new environment variable instead of relying on a custom systemd build.
