Add note about device name that should not be sda or sdb

      Description of problem:

      The documentation (https://docs.openshift.com/container-platform/4.12/installing/installing_gcp/installing-gcp-user-infra.html#installation-disk-partitioning-upi-templates_installing-gcp-user-infra) in step 4, there is note about `device: /dev/<device_name>`, says `The storage device name of the disk that you want to partition.`. But actually it will fail to install if using `/dev/sda` or `/dev/sdb`, we should add suggestion that to use one of the stable identifiers in /dev/disk/*, rather than using sda or sdb
