Prometheus doesn't respect externalLabels config in cluster-monitoring-config configmap

      After following below documentation, the labels are not visible on the alerts which are shown in RHOCP webconsole.

      The steps mentioned for reproducer, that has been tested with prometheus with no persistent storage as well. After adding labels as per documentation, restarted alertmanager and promethues-k8s pods and watchdog alert got recreated and it didn't had the label which was created in step1.
