      This PR syncs with upstream stable branch and fixes multiple issues:
      - Add annotation for real loadbalancer address (https://github.com/kubernetes/cloud-provider-openstack/pull/2113)
      - Reintroduce seeding of math/rand source (https://github.com/kubernetes/cloud-provider-openstack/pull/2123)
      - Improve performance of the `ListRoutes` method, especially when an OpenStack project contains hundreds of non-k8s nodes (https://github.com/kubernetes/cloud-provider-openstack/pull/2090)
      - Implement a support for concurrent atomic routes updates (https://github.com/kubernetes/cloud-provider-openstack/pull/2134)

      release-4.12 of openshift/cloud-provider-openstack is missing some commits that were backported in upstream project into the release-1.25 branch.
We should import them in our downstream fork.
