      Image failed to load on the server

      Version-Release number of selected component (if applicable):

      ocp-4.13.0-rc.4

      How reproducible:

       ./clusterconfigs/bin/openshift-baremetal-install agent create image --dir clusterconfigs/ 
with the attached agent and install config
