OCP install always failed against 4.14 ARM payload in Prow CI jobs after PR[1] get merged, which is to enable systemd journal logging to serial consoles on 4.14.

Install failed at stage of waiting for bootstrap completed. Did some online debug in Prow, and found it was unable to access api/api-int 6443 port, and master nodes even could not be ssh login from bootstrap machine. 

Then trigger the issued Prow CI job without function inject_journal_to_console_config, installation get passed. And also not hit such issue when manually setup the cluster with 4.14 arm payload(without inject_journal_to_console_config)

I guess arm boot image has some incompatibility issues with "enable systemd journal logging to serial consoles" setting.

1. CI jobs on azure against 4.14 arm nightly build where enabling systemd journal logging to serial consoles
2. Install failed at step of waiting for bootstrap completed.
