Description of problem:
We need to keep RHCOS OpenSSH default configuration in 4.13 (RHCOS 9) similar to the one in 4.12 (RHCOS 8) to avoid surprises. We'll update the defaults in a later release with docs and MCO changes. See: https://issues.redhat.com/browse/COS-2155
