Openshift 4.11 IPI baremetal install with Calico enterprise 3.15.2 does not work

      Description of problem:

      When deploying a 4.11.32 cluster with 3.15.2 we can into an issue (see install.log attached to this case). We used installation manual https://docs.tigera.io/calico-enterprise/latest/getting-started/install-on-clusters/openshift/installation

I think that the libvirt_ignition var generated in the terraform vars file is to big. 
I've tested it with openshift 4.11.32 with calico 3.14.x and that does work.
