In the "Installed Operators -> Operator details" page, cert-manager resources created in namespaces are not shown

After installed v1.10 cert-manager Operator, create issuer and certificate resources in different namespaces (e.g. namespaces xxia-proj-1, xxia-proj-2). Then in Web console, click Operators, then click Installed Operators, click "Certificate" tab, it shows none of the certificate resources. Same for Issuer tab. Instead, it shows:
No operands foundOperands are declarative components used to define the behavior of the application.

v1.10's result confuses users.

Checked OCP 4.11 env with the TP v1.7 cert-manager Operator, click the "Certificate" tab and Issuer tab, the certificate resources and issuer resources of the namespaces xxia-proj-1, xxia-proj-2 are shown well. This result is good. v1.10 should be same.
