      podman fails to run containers if only crun is installed without runc

      Version-Release number of selected component (if applicable):

      RHEL 9

      How reproducible:

      100%

      Steps to Reproduce:

      1. sudo dnf remove runc crun
2. make iso
3.

      Actual results:

       # Loading microshift-installer blueprint v0.0.0
 # Serving microshift-container v0.0.1 container locally[00m
 Error: default OCI runtime "runc" not found: invalid argument
 Execution time: 9 minutes
 make: *** [Makefile:241: image-build-iso] Error 1

      Expected results:

      ISO build to finish successfully
