Description of problem:
On a z-stream patch update from 4.12.8 to 4.12.9, OAuth OpenShift deployment on HyperShift now has a hard requirement for a new PKI resource that is breaking our release contract.

Steps to Reproduce:
1. Generate required PKI resources for HyperShift 4.12.8 2. Create HostedCluster/HostedControlPlane on 4.12.8 with "disable PKI reconciliation" feature opt-in. 3. Update to 4.12.9
Actual results:
Control plane will not fully update and stuck on OAuth OpenShift deployment to roll out.
Expected results:
Control plane to update without any issues. Z-stream patches should not break any existing release contracts.
