    Description

      Description of problem:

      Installing EC builds of MicroShift on RHEL 9.2 requires openvswitch 2.17, but RHEL 9.2 comes with openvswitch 3.x by default.

      We have had at least 2 reports.

      Steps to Reproduce:

      1. Create fresh RHEL 9.2 system.
2. Download and install the microshift-networking RPM.

      Actual results:

      Receive an error about missing openvswitch package 2.17.

      Expected results:

      Installation completes without error and installs any dependencies.
