Worker nodes are not ready when having additional provider network and using OVNKubernetes

Installation fails because worker nodes are not ready.

In the worker two services are down:
Failed Units: 2
  NetworkManager-wait-online.service
  ovs-configuration.service

 ovs-configuration.service:
'Attempt 1 to bring up connection ovs-if-ph>

When restarting the service on two worker the nodes got up but not the third
