4.14 cluster installation failed with TECH_PREVIEW featuregate

How reproducible:

Always on GCP and Azure platform

Steps to Reproduce:

1. Install 4.14 cluster  with TECH_PREVIEW featuregate

Actual results:

Cluster Installation failed and shows below error
