Description of problem:
Picked up in https://github.com/openshift/machine-config-operator/pull/3589 and discussed in https://redhat-internal.slack.com/archives/CBQHQFU0N/p1680098802605099 It seems the Azure-Disk in-tree storage tests are not setting zonal information on the PVs, which is leading to relying on the PV labeler which is not longer used in Azure out of tree, so the PVs are now unable to be assigned to nodes The tests should instead set specific zones based on the nodes they are trying to assign to
