Create a static rosa cluster with KMS key set
% rosa create cluster -c xueli13rosa --kms-key-arn arn:aws:kms:us-west-2:301721915996:key/309b7ac3-9219-41eb-9766-4a3e3c04613a --version 4.13.0-rc.0 --channel-group candidate

Actual results:

The cluster get to error

Expected results:

The cluster gets ready
