Description of problem: Kube 1.26 removes the in-tree openstack cloud-provider. This means we need to drop our carry patches that allows it to read from a secret. However, if we merge https://github.com/openshift/kubernetes/pull/1389 now, would cause the test suite to permafail on openstack until the 1.26 rebase lands.
We're proposing to skip the in-tree cinder tests until there in https://github.com/openshift/origin/pull/27613.
This jira is about re-enabling the cinder tests once 1.26 rebase is effective and effectively revert https://github.com/openshift/origin/pull/27613.
