The /etc/redhat-release wrongfully reports RHEL 9 when it should report RHEL9.2

      Description of problem:

      The /etc/redhat-release from 4.13 nightly builds reports

      Red Hat Enterprise Linux release 9.0 (Plow)
      

      While the contents of the driver-toolkit-release.json is:

      { "KERNEL_VERSION": "5.14.0-284.4.1.el9_2.x86_64", "RT_KERNEL_VERSION": "5.14.0-284.4.1.rt14.289.el9_2.x86_64", "RHEL_VERSION": "9.2" }

       

      Version-Release number of selected component (if applicable):

      registry.ci.openshift.org/ocp/release:4.13.0-0.nightly-2023-03-30-070238

      How reproducible:

      Check contents of the /etc/redhat-release and /etc/driver-toolkit-release.json 

      Steps to Reproduce:

      Actual results:

      The version of RHEL in the 2 files is different

      Expected results:

      Both files to report same RHEL version
