      Description of problem:

      Procedure to Configuring identity providers using the web console is not accurate

      Steps to Reproduce:

      1. Navigate to https://docs.openshift.com/container-platform/4.12/authentication/identity_providers/configuring-htpasswd-identity-provider.html#identity-provider-configuring-using-the-web-console_configuring-htpasswd-identity-provider
2. Follow the described Procedure to configure the identity provider via the web console
3. See that there is no "OAuth" in the "Configuration" tab, which allows to configure (step 2). 

Instead this seems to be under "Administrator" -> "User Management" -> Users. Anyhow, it seems there is no way to reconfigure the IDP, after it got setup initially.

      Actual results:

      IDP can't be configured through web console (at least not for HTPASSWD)

      Expected results:

      IDP can be configured through web console
