Subscription Tab missing under Installed Operators for namespace admin

When Operators are being installed in a namespace, the respective namespace admin can view and edit the Subscription of the given namespace using the cli. In the OpenShift Container Platform 4 - Console, this is working when searching for Subscription Resources and specifying the respective namespace. But when looking at the Installed Operators, this is not working and the Subscription Tab is missing, even though the namespace is correctly selected and access should be granted.

Always

1. Install OpenShift Container Platform 4.12
2. Install AMQ Streams Operator into namespace called project-500
3. Check if the Subscription Tab is available for AMQ Streams under Installed Operators on the OpenShift Container Platform 4 - Console when project-500 as namespace is set

No Subscription Tab is visible and the only way to manipulate the Subscription is by using the cli or via Search and then set Resources to Subscription for again the respective namespace.

The namespace admin does have access to the Subscription resource and therefore the Installed Operators view should take the namespace selector into consideration and run the query with the namespace set which would then allow access to the Subscription tab and eventually show it.
