Description of problem:
on Hub Cluster, switch to any managed cluster in `All Clusters` dropdown will always direct user to `All Clusters` perspective

Steps to Reproduce:
1. Enable multi cluster feature gate and import some clusters as managed clusters, wait for them successfully imported 2. Try to switch to one of managed clusters, auth and login
Actual results:
2. after user successfully login, he will be directed to 'All Clusters' perspective/context instead of have selected managed cluster perspective
Expected results:
2. since user is switching to managed cluster, user should be redirected to managed cluster perspective(which means managed cluster should be selected in 'All Clusters' dropdown)
