Description of problem:
https://docs.openshift.com/container-platform/4.12/cicd/builds/running-entitled-builds.html#builds-source-secrets-entitlements_running-entitled-builds calls out in the prequisites:
You must have access to Red Hat entitlements through your subscription. The entitlement secret is automatically created by the Insights Operator.
However customer CES feedback suggest that customer don't understand where to find the "etc-pki-entitlement" secret, or how it gets populated or how it can be used.
"adding subscription entitlements in builds" part of the documentation doesn't explain where to find the "etc-pki-entitlement" secret (the docs don't mention that it's in the "openshift-config-managed" namespace; they also don't say how to access a secret from another namespace in a build config)
Thus PLM is suggesting that you cross link the prerequisites with:
https://docs.openshift.com/container-platform/4.12/support/remote_health_monitoring/insights-operator-simple-access.html to help explain this better.
