Description of problem:

The client has upgraded the cluster(disconnected)  from 4.10.43 to 4.11.27 and have applied catalogsource and created ImageContentSourcePolicy for the 4.11 version.
But still the operator pods are pulling images from the old mirror registry.

How reproducible:

The client is following the steps from official documentation for upgrading the operators in disconnected cluster.

Actual results:

Operator Pod is trying to pull latest images from the old mirror registry path 

Expected results:
Operator Pods should pull latest images from the new mirror registry path
