RHV install-config.yaml warning contains xrefs in modules, and appears outside of RHV content.

PR #35217 introduced this issue into two modules.

The following fixes are needed:

1. Remove the xref from the two modules. Including an xref in a module is unsupported. If a link is needed, add it as an additional resources link following the module inclusion of the appropriate assembly/assemblies.

2. Review all places in the published output where this appears. If I am understanding correctly, this warning is for RHV, but it is not conditioned for RHV only and therefore shows up in e.g. platform-agnostic and likely other places (I encountered it in platform-agnositc and have not investigated to see where else it is showing up unintentionally).
