PTP phc2sys max offsets are more than 100 using Dell branded Intel NIC E810-XVV with 4.00 firmware version

      Description of problem:

      When using Dell branded E810 NIC (latest firmware version is 4.00 for those), the ptp performance is below the target (<100). 
The max phc2sys offsets can range from <100 to 5xx in 8h run. avg offset for the offsets are reasonable. 

R1KTR and VK88G as the Part numbers of those NICs.

      Almost always reproducible in 8h run.

      Steps to Reproduce:

      1. Run ptp performance test with Dell branded E810-XVV NIC with R1KTR and VK88G as the Part numbers (with latest 4.00 firmware)
NIC is configured as BC with 3 downstream slaves.
