Due to the change of rebase periodic name create_pr.py fails (expecting older branch name) which resulted in about a week of unnoticed rebase 4.12 failures.
During this time Pod Security Admission was backported to 4.12 branch introducing file that contains invalid values to make sure it'll be templated.
