4.10 NROP OLM z-stream upgrade doesn't work due to CSV issue

      Description of problem:

      z-stream upgrade of NROP doesn't work due to CSV issue. There is no olm.skipRange section.

      Version-Release number of selected component (if applicable):

      ocp 4.10.54(production) + NROP prod version 4.10.11 upgrade to NROP v4.10.12

      How reproducible:

      Deploy NROP and try to upgrade it to the newer version using OLM

      Steps to Reproduce:

      1. Install OCP
2. Install NROP using OLM
3. Update Subscription which point to the newer version of NROP operator
4. Hit the issue
Check  olm.skipRange filed in NROP csv
> oc get csv -n openshift-numaresources -o yaml
