Description of problem:
MC can't scale up workers due to aws hardware limitation, this blocks the installation of new hosted clusters.

Actual results:
CLOUDTRAIL: RunInstances: errorMessage": "We currently do not have sufficient m6a.4xlarge capacity in the Availability Zone you requested (us-east-2a). Our system will be working on provisioning additional capacity. You can currently get m6a.4xlarge capacity by not specifying an Availability Zone in your request or choosing us-east-2b, us-east-2c.", Worker nodes can't be scaled up. In this case, this resulted in only 24 out of 80 scaletest clusters able to install
Expected results:
Worker nodes can scale up (maybe using a different instance type), the installation of HCs isn't blocked
