[OCM-UI] There is no error message for label format not match key=value of route selector on networking tab

How reproducible:

100%

Steps:

1. Prepare an OSD cluster
2. Switch to cluster detail page Networking tab
3. enable the additional router
4. Fill in the Label match for additional router (optional) with "novalue"

Actual result:

No error message show for the illegal format selector

Expect result:

There should be validation for the label match key=value
