Environments: Register cluster to AppCloud(KCP) from ROSA wizard

At the end of the ROSA wizard, we need to add a step to register the cluster to APP Cloud(KCP). Most likely a check box.

This registration will allow users to select the cluster when trying to add Environments to a workspace.

This needs to be completed for the June Preview of AppStudio
