This is a follow-up of HAC-4975, to handle the inconsistency of showing the security group (SG) names when they have been defined, instead of the IDs.

• In HAC-4975, the UI would show the SG names for ROSA classic clusters, and the SG IDs for OSD CCS clusters.
• In HAC-5242, the UI must show the SG names for all clusters, including OSD CCS (non-STS) and ROSA non-STS clusters.

New API support is required, as the UI cannot retrieve the VPCs of non-STS clusters, and therefore, is not able to display the names of the SGs.
