When a user runs rosa upgrade cluster we check that the policies are compatible and prompt them to upgrade.

We should accommodate the upgrade pattern for manual upgrades in the UI similar to the CLI. In this case, OCM can rely on the ocm-role to verify whether the policies for a cluster/account are compatible and prompt the user to upgrade them.

Note: For automatic upgrades we don't have a solution as yet, due to non-consensus with MUO team.
