Reference link shown in "Hibernate cluster" dialog for OSD cluster pointed to ROSA specific url. This need a correction and link definition in UI should load as per the cluster type like OSD, ROSA etc.

Steps to reproduce:

1. Launch OCM UI Staging.
2. Open a ready OSD cluster.
3. Click "Actions" drop-down and click "Hibernate cluster" option.
4. Click and see the "Learn more about cluster hibernation" link from the hibernate cluster dialog.

Actual results:

The "Learn more about cluster hibernation" link from an OSD cluster hibernate cluster dialog pointed to a ROSA specific doc reference.i.e. https://access.redhat.com/articles/7012966

Expected results:
