Description of problem:
The downloaded commands for creating sts cluster manually via UI are not correct for creating operator policies

Steps to Reproduce:
1. Login OCM portal and go to ROSA wizard to create rosa STS cluster via UI
2. Choose manual mode
3. Use the AWS commands downloaded from UI to create the operator roles
Actual results:
3. It failed to create policies witht the downloaded commands,
Error parsing parameter '--policy-document': Unable to load paramfile file://openshift_cluster_csi_drivers_ebs_cloud_credentials_policy.json: [Errno 2] No such file or directory: 'openshift_cluster_csi_drivers_ebs_cloud_credentials_policy.json'
Expected results:
3. It should succeed
Additional info:
The commands to create policy in the commands.txt are using not-exist policy-document.
