Description:
On the upgrade confirmation dialog, the UTC time is '09 Sep ...', and the local time is 'Fri Sep 09 ....', it is better to keep the format same.

Steps to Reproduce:
1. Prepare an OSD cluster, and go to its overview page.
2. Select 'Setting' tab -> Update to open the upgrade dialog.
3. Do Select version -> Schedule a different time -> Confirmation, check the time format.

Actual Result:
The UTC time is '09 Sep ...', and the local time is 'Fri Sep 09 ....'

Expected Result:
The two time are in same format, eg. 'Fri Sep 09 ....'
