User story:

Because the requirements on what version is allowed for creating a ROSA Hypershift cluster, the wizard will need to send additional parameters to the /api/clusters_mgmt/v1/versions/ end point.

NOTE: The exact parameters are currently TBD, but may include organization ID, AWS region, control plane type.
