[OCM] CIDR should be required with a clear message after using the existing VPC

      Description of problem:

      Machine CIDR is an optional item in creation, however, if users use the existing VPC, the CIDR should match with the VPC’s setting. We’d better move the Machine CIDR into required once the user uses the existing VPC and notify the user to check the settings between VPC and machine CIDR.

      Steps to Reproduce:

      1. Select the CCS infrastructure, and fulfill the required attribute in OSD creation wizard then go to the ‘Networking’ > ‘Configuration’ page
      2. Select the “Install into an existing VPC” checkbox
      3. Fulfill the VPC settings
      4. Go to next page to check the machine CIDR

      Actual results:

      Machine CIDR is an optional item

      Expected results:

      We’d better move the Machine CIDR into required once the user uses the existing VPC and notify the user to check the settings between VPC and machine CIDR.

            The CIDR page has undergone many changes and validations since 2022.  There is validation now on each CIDR field advising the user if the subnet crosses other subnets, etc..

            Please reopen if this is still an issue.
