[OCM UI] Wrong password constraint indication for an empty password field from HTPasswd IDP page.

      Description of problem:
      Under "Access control" > HTPasswd page for any ROSA/OSD cluster, the UX indication related to password constraint shown for an empty password field with green check mark is wrong. It needs to be a green check or red exclamation indication according to the password value that user fills to the field (either violate or agree with listed constraints).

       Always

      Steps to reproduce:

      1. Launch OCM Staging.
      2. Open a ROSA/OSD cluster.
      3. Go to "Access control" tab > Identity providers > htpasswd.
      4. See the constraint indication below the password fields.

      Actual results:

      The constraint indication below the password fields are green although field itself empty, This is wrong 

      Expected results:
      The constraint indication below the password fields shouldn't be green check mark for an empty password field. Suggest to change something like below
