ROSA: Documents incorrectly points to OSD docs

       Currently, for any ROSA customer trying to access a doc from OCM, like Learn more doc under (Cluster Name > Access Control > Cluster administrative users), It opens the link for Openshift Dedicated offering instead.

      Similarly, the notification sent to a ROSA cluster owner about tampering with platform components refers to the dedicated offering responsibility-assignment:

      A user on your system has accessed or modified a platform component, etcd, which is the responsibility of Red Hat SRE. Tampering with platform components can endanger SLAs. Please refer to https://www.openshift.com/products/dedicated/responsibility-assignment

       We need to make sure the ROSA-specific docs are referenced for ROSA customers to avoid any confusion.
