Description of the issue:

The VPC list loading under machine pool step takes around 25-30 seconds for the first time. It looks a longer wait from user perspective and it would be great if we could optimize the loading time to 15 seconds.

Note: On next attempt i.e. opening a fresh wizard after above action, makes more optimized i.e. within 15 seconds the VPC list has loaded.

Steps to Reproduce:

1. Launch OCM UI staging.
2. Open ROSA wizard and select control plane as "Standalone".
3. Fill all required values and definition in each steps and reach to machine pool step.
4. View the behavior of VPC list and time taken to load the list.

Actual results:

The VPC list loading under machine pool step takes around 25-30 seconds for the first time and it looks longer wait from user perspective. 

Expected results:

The VPC list loading time need to optimize (ex: 15 seconds) from machine pool step and it helps to improve usability.
