UI always meet 401 token expired issue

Steps:

1. Launch OCM UI console.
2. Leave the page as it is for some time
3. Do some actions to the cluster

Actual result:

Users always meet 401 error with expired token

Expect result:

UI should refresh the token all the time, once the token expired, UI should redirect to login page.
